KP Cabinet approved various projects

PESHAWAR: The Cabinet of Khyber Pakhtunkhwa Thursday demanded that a committee headed by Federal Minister for Interior be constituted for looking into those demands of the Pakhtuns Peace Jirga which are related to the Federal Government.
Such Committee must include representatives from all the government and opposition political parties and the Chief Minister of Khyber Pakhtunkhwa. It stressed that the Federal Government must listen to the demands of the said Jirga and work for its fulfilment.
As far as the KP Government is concerned, the Provincial Cabinet pointed out that it was the efforts of this Government that the Jirga concluded peacefully and reiterated to create consensus in the Assembly for resolution of the issues related to the Provincial Government.
The 16th meeting of the Provincial Cabinet was held under the chairmanship of Chief Minister Sardar Ali Amin Gandapur and participated by, Provincial Ministers, Advisors, Special Assistants, Chief Secretary, Additional Chief Secretary, Senior Member Board of Revenue and administrative secretaries.
The Provincial Cabinet approved the transfer of 40 kanal land from Board of Revenue to Pakistan Custom for construction of Custom House & Warehouses in Dera Ismail Khan, exempting the process from KPPPRA. Pakistan Customs will pay Rs.128.8 million market prices for the land as per the FBR valuation table.
The provincial cabinet authorized the Relief Department to take up a case of establishing a desk at Bacha Khan Airport, Peshawar for providing the facility of transporting the dead bodies of those brought from abroad. The cabinet also approved Rs.36 million grant for the purchase of three ambulances also allowing Rs.0.7 million per month budget to Rescue 1122 for this purpose in the head of POL and M&R. It was also decided that such transportation facility will be provided on demand from the Islamabad International Airport.
The Cabinet allowed the Federal Government to legislation on the subject of “Explosive” for and subsequent, implementation of National Explosive Policy. Though the subject has been transferred to provinces through 18th Constitutional Amendment and it can be withdrawn only through such an amendment but in view of its equal implication in every nook and corner of the Country, it is required that single legislation should be enacted for the whole Province. The Province of Sindh has already granted such powers to the Federal Government while Punjab is on way to do so.
The Provincial Cabinet approved amendments in Khyber Pakhtunkhwa Civil Servants (Appointments, Promotion and Transfer) Rules, 1989 for reservation of quota @0.5% in BS-15 and below for transgenders. Appointments against this quota will be subject to suitability for the post (s) in view of socio-cultural environment of the Province. The candidates should produce medical fitness certificate and appointments shall be subject to the registration of candidates with Social Welfare Department. As per the details of the Social Welfare Department there are only 457 registered transgenders in Khyber Pakhtunkhwa province.
Accepting the joint appeal of the deserted/non-FATA domicile holder employees the cabinet approved revising the fourth condition of its decision taken in the 12th meeting of the Provincial Cabinet allowing partial relaxation of the ban for creation of positions of project employees with domicile from other than Ex-FATA.
The cabinet approved guidelines for nomination of the chairman for production Bonus Utilization Committee and revised production Bonus Guidelines 2024. Under Petroleum Exploration and Production Policy 2012, the Production Bonus is payable once commercial production of Oil and Gas Commences from a producing field. The Policy authorizes the Provincial Government to issue guidelines.
The Cabinet approved amendment in the Schedule -1 of Khyber Pakhtunkhwa Rules of Business -1985, allowing a Directorate of Digital Media in the Directorate General of Information and PRs.
The Cabinet approved Enhancement of costs for improvement/widening and rehabilitation of 12-kilometer road in Bar Qambar Khel, Khyber District from 380.0 million to 561.822 million- and 7-kilometer Bara bypass in Khyber District from 517.729 million to 929.811 million. It also approved the construction of RCC Bridges 1. Sheikh Uttar 2. Gara Budha in District Tank.
The Cabinet also approved ex-post facto approval to the declaration of emergency in Upper Chitral under the National Disaster Management (Khyber Pakhtunkhwa) Act, 2019. Emergency in the district was declared from 2nd August 2024 till 30th August 2024 to carry out relief and rehabilitation activities smoothly during the monsoon flooding. As recommended by the Search & Nomination Council the Provincial Cabinet has approved the inclusion of Dr. Nausherwan Burki in the Medical Teaching Institution Policy Board.
It approved the draft Parks and Horticulture Authority Bill, 2024 and returning of all un-outsourced Inspection Huts and rest Houses to the Irrigation and Forest Departments by Tourism Departments. It was also decided that on the expiry of the leases of all such Inspection Huts, the same be handed over back to their respective owner departments. The Cabinet also approved the establishment of three Community Game reserves in District Orakzai.
In pursuance of the section 13 of the Khyber Pakhtunkhwa Promotion, Projection and Enforcement of Human Rights Act, 2014, the Provincial Cabinet approved draft Khyber Pakhtunkhwa Non-Governmental Organizations (Working in the field of Human Rights) Rules, 2024.
The cabinet approved the nomination of four members of Khyber Pakhtunkhwa IT Board on the expiry of tenure of such members; the acquisition of land and construction of judicial infrastructure at Chitral Upper; the transfer of state land for construction of judicial complex Timargara (Dir Lower); the shifting of Agriculture Universities D.I.Khan from Gomal University to Diary Colony D.I.Khan; the Revision of the ADP Scheme titled Digital Governance Imitative for Khyber Pakhtunkhwa; Grant-in-aid for Deeni Madaris/Darul Uloom in Khyber Pakhtunkhwa; the construction of Model School Manserha including land cost Rs. 98.246 million; the establishment of Jawan Markaz at District Shangla and financial assistance for Upgradation of Maskan Orphanage Institute & Omung Special Children School Swat.
The Provincial Cabinet also approved funds to forensic medicine Department Khyber Medical college (KMC) and hiring the services of Akhuwat Islamic Microfinance under section 14(iii) of Khyber Pakhtunkhwa procurement regulatory authority act, 2012 for disbursement of soft loans through Ehsaas Noujawan, Rozgar, and Hunar programs.
The Cabinet also approved establishment of Endowment Fund for fee waivers in Government Colleges of the Province.
