    Two DHOs holding the charge of one District Health Officer Chitral

    CHITRAL: Despite his transfer from the post of district health officer Chitral (Lower) on 18th March to the offices of director general health for further posting with immediate effect and another order from the competent authority to relinquish charges of the office, the incumbent Dr. Mujeebur Rehman is still adamant to comply with.

    A source in the DHO Chitral (Lower) office told Chitral Times that Dr. Shahzada Haiderul Mulk, the district health officer of Chitral (Upper) had taken the additional charge from Deputy DHO Dr. Saleem Saifullah who was officiating in the absence of Dr. Mujeeb on 20th March.

    He said that Dr. Mujeebur Rehman dashed to Chitral from his hometown Peshawar and claimed that he was still holding the office of DHO as he did not relinquish the charges personally to Dr. Haider to whom the additional charge of the office had been given in the transfer order issued by secretary health.

    The source said that an inquiry had been initiated by the competent authority against Dr. Mujeeb for illegal appointment of class-IV employees in different hospitals of both the lower and upper districts of Chitral in December last when he was holding the charges of the two districts.

    When Dr. Mujeebur Rahman was contacted, he contended that he did not receive any proper order from the competent authority regarding his order and he will not comply with comply with orders received on whatsapp as in the district accounts office, only the orders received by post are accepted.

    He insisted that till the original copy of his transfer is received by post, he is the legal incumbent of the post of DHO Chitral (Lower) the charges of which he had not relinquished to anybody.

    Dr. Shahzada Haiderul Mulk said that in the present scenario of the intimidation of coronavirus, he did not waste time and took additional charge of the Lower Chitral district on the orders of the competent authority.

    He contended that as the former DHO (Dr. Mujeeb) was not present in the station and the charges were being held by Deputy DHO Dr. Salim Saifullah, so he took charge from him as per rules of handing and taking charges of government officers as in vogue.

    He said that the office of Director General of Health Services has again issued orders on 24th March directing Dr. Mujeeb to relinquish charges without any delay failing which disciplinary actions will be taken against him while he also defied this order.

    The MPA from Chitral Maulana Hedayatur Rahman said that the inquiry against the former DHO had found him culpable in the illegal appointments of Class-IV employees in health department and had suggested action against him.

    He said that his transfer from the post was a result of the report and more actions will be taken against him for which he had been transferred to the DG Health offices while he had taken the anomalies in the appointment on the floor of the house.

    He said that the prevailing situations did not allow such bickering in relinquishing charges of the offices of district health officer and a full time officer is required for the district to ward off the threat of coronavirus from the district.
