    KP budget-Highlights

    PESHAWAR (APP): The main highlights of KP budget 2025-26 announced by the Provincial Minister for Finance Aftab Alam here Friday afternoon are blow.

    1.      The total outlay of the budget is Rs2119billion.

    2.      It is a surplus budget with no new tax.

    3.      10pc increase in salary, 7pc in pension for KP Govt employees announced.

    4.      The estimated annual expenditures for the new fiscal year would be rupees 1962 billion with a surplus of Rs157 billion.

    5.      Rs292.340 billion revenue from federal govt for the merged tribal districts including Rs80 billion current budget grant, Rs39.600 annual development program, Rs50 billion under AIP, Rs42.740 billion as three share from other provinces and Rs 17 billion for TDPs expected.

    6.      KP Govt expects to receive Rs3.293 billion from PSDP, Rs1506.92 billion from federal receipts, Rs129 billion provincial owns receipts and Rs10.250 other receipts.

    7.       Rs291.340mn from merged districts receipts and Rs177.188 from federal projects assistance also announced.

    8.      Rs137.912 would be collected through one percent of the divisible pool on war on terror, Rs. 57.115 billion as straight transfer under the head of gas and oil royalty, Rs58.151 billion as windfall levy on oil, Rs34.580 as net hydel profit current year and Rs71.410 as net hydel profit arrears.

    9.      Tax net base has been enhanced with Rs83.500 billion tax receipts and Rs45.500 billion non tax receipt for the new fiscal year.

    10.  The other receipts of Rs10.25 billion would include capital receipts of Rs0.250 billion and Rs10 billion other ways and means and Rs1147.761 billion as federal tax assignment.

    11.  Rs1255 billion current expenditures for settled areas including Rs288.514 billion from provincial salaries, Rs288.609 billion tehsil salaries, Rs 190.297 pension, Rs334.028 non salary, Rs65.657 billion MTIs expenditures, Rs37.545 non salaries expenditure tehsil, Rs40.350 capital expenditure and Rs10 billion others ways and means estimated.

    12.  The current expenditure of merged areas estimates are Rs 160 billion including Rs.56.842 billion provincial salaries, Rs46.865 billion tehsil salaries, Rs4.670 billion pension, Rs24.285 billion non salary, Rs17 billion TDPs and Rs10.339b non salary expenditure tehsil.

    13.  Rs547 billion allocated for developmental expenditure for the upcoming year which will include Rs 195 billion PADP, Rs39 district ADP, Rs39.600 merged tribal districts ADP, Rs92.740 AIP, Rs177.188 foreign project assistances and Rs3.472 federal PSDP.

    14.  Rs129 billion revenue to be collected including Rs17 billion under debt management fund, Rs7.2 billion from cement royalty in as mines and mineral sector and Rs.4.8 billion additional taxes by KPRA.   

    15.  Govt reduced stamp duty on transfers and allotment of residential and commercial plots from two percent to one percent and the property tax waived off on residential and commercial plots measuring 4.9 marlas.

    16.  Hotel bed tax reduced from 10pc to seven percent while the professional tax on individual with Rs36000 monthly income abolished.

    17.  Waiving off tax on environmental friendly electric transport and maintaining relief in tax for ex FATA and PATA with no new tax on it announced.

    18.  The health budget increased to Rs276 billion which is 19 percent more while the budget of Sehat Card Plus enhanced to Rs35 billion which is 25 percent more.

    19.  Rs six billion allocated for Sehat Sahulat Program for merged areas including Rs 1200 million for basic and rural health units, establishment of health care centres for newborns in five districts

    20.  Setting up of cardiac units of PIC in Mardan, Bannu, nursing college in upper Chitral, upgradation of Sadda Hospital in Kurram and reconstruction and renovation of Dabori hospital in Orakzai announced.

    21.  The elementary and secondary education budget increased by 11 percent with allocation of Rs363 billion.

    22.  Education emergency announced.

    23.   32,500 public schools to be upgraded with allocating Rs. 5.9 billion for essential facilities

    24.  Rs50 billion for upcoming fiscal year against Rs36 billion last year allocated for higher education.

    25.  Universities budget increased from Rs 3 billion to Rs 10 billion

    26.   Rs. 3.5 billion earmarked for construction on five new colleges.

    27.  Rs 2772 million allocated to convert government colleges to centers of applied science and technology

    28.  Scholarship endowment fund increased by Rs 1224 million.

    29.  Rs. 55.39 billion earmarked for local government department and rural development.

    30.  Rs. 6159 million for northern districts, Rs. 3300 million for southern districts, Rs. 5300 million in central districts and Rs. 2950 million in merged districts announced.

    31.  Rs. 2 billion for construction of public parks in various districts, Rs. 800 million for construction of slaughter houses in Peshawar, Charsadda, Swat, Haripur and Dera Ismail Khan announced.

    32.  Rs. 17 billion earmarked for dairy development and livestock

    33.  Rs. 500 for breeding projects of horses in four districts of the province announced

    34.  Rs. one billion would be utilized to increase production of cattle.

    35.  Rs. one billion for construction of veterinary centers and Rs. 300 million for poverty alleviation and support local economy for merged districts announced.

    36.  Rs 158 billion for police, Rs 13 billion for procurement of ammunition, vehicles and other needed equipment announced.

    37.  Command and Control Centre to be set for Safe City Project and its extension to three more districts announced.

    38.  Rs123 billion allocated for communication and works.

    39.  Rs32 billion for public health engineering, Rs46 billion for irrigation, Rs1.04 billion for housing announced.

    40.  Rs2.70 billion for industries, Rs19.11 billion for Zakat, Ushar and Special Education, Rs11.6 billion for sports and youth affairs allocated.

    41.  Minimum wages increased from Rs36000 to Rs40000, Disparity Reduction Allowance for Govt employees from 15 percent to 20 percent announced.

    42.  The salaries of constable to inspector of KP police at par with the Punjab police announced.

    43.  The martyrs package of constable, ASI And inspector has jacked up to Rs11 million from Rs10 million and Rs 16 million for DSP and ASPs, Rs21 million for SPs, SSPs and DIG rank officers besides allocation five, seven, 10 marlas and one kanal for plots for martyred families respectively announced.
