Chief Minister KP launched the Khyber Pakhtunkhwa Digital Transformation Policy and Roadmap 2030

PESHAWAR: Chief Minister of Khyber Pakhtunkhwa, Muhammad Sohail Afridi, has formally launched the Khyber Pakhtunkhwa Digital Transformation Policy and Roadmap 2030, describing it as a historic and transformative milestone towards establishing digital governance, transparent public administration, and a sustainable digital economy in the province. Addressing the launch ceremony at the Chief Minister’s House in Peshawar, the Chief Minister stated that the policy is among the most comprehensive digital transformation frameworks developed in Pakistan and provides a strategic roadmap for steering Khyber Pakhtunkhwa towards modern, efficient, transparent, and citizen-centric governance over the coming years.
He said the provincial government is taking concrete steps to realise Pakistan Tehreek-e-Insaf founder Imran Khan’s vision of a “Digital Khyber Pakhtunkhwa”, adding that digital transformation remains central to the government’s agenda for improving public service delivery, strengthening institutional performance, and promoting inclusive economic growth. The Chief Minister commended the Khyber Pakhtunkhwa Information Technology Board (KPITB) and all partner institutions for developing the policy through an extensive consultative process informed by international best practices, emerging technological trends, and future governance requirements.
He expressed confidence that the roadmap would serve as the foundation for the province’s digital transformation journey. The Digital Transformation Policy and Roadmap 2030 is built around five strategic pillars, nine strategic objectives, 32 thematic domains, and 915 strategic interventions. It establishes a comprehensive implementation framework comprising clearly defined targets, phased timelines, institutional responsibilities, and robust monitoring and evaluation mechanisms to ensure coordinated and sustainable execution.
The Chief Minister emphasised that the transition towards paperless governance and digital public administration would significantly enhance transparency, accountability, efficiency, and institutional performance. He observed that reducing unnecessary human intervention in administrative processes would strengthen merit, minimise discretion, and reinforce accountability across government. He further stated that the provincial government would progressively digitise public services and adopt a fully citizen-centric service delivery model, enabling citizens to access a wide range of government services through integrated digital platforms in a faster, simpler, and more convenient manner. Highlighting the policy’s transformative impact, the Chief Minister noted that one of its most significant outcomes would be reducing the need for citizens, particularly those living in remote and underserved areas, to make repeated visits to government offices by enabling them to access services, information, and public facilities remotely through digital platforms.
He underscored that artificial intelligence, emerging technologies, and advanced digital skills are becoming fundamental drivers of future economic growth. In this context, the provincial government is prioritising investments in digital skills development to equip young people with globally competitive capabilities and expand opportunities for employment, freelancing, entrepreneurship, and innovation.
The Chief Minister also highlighted the environmental and fiscal benefits of digital transformation, noting that digitisation not only improves governance but also promotes more efficient utilisation of public resources, reduces operational costs, lowers paper consumption, and contributes to environmental conservation. He expressed confidence that the roadmap would play a pivotal role in building a modern, innovation-driven, environmentally sustainable digital economy. Referring to the provincial government’s broader governance reforms and improvements in public financial management, the Chief Minister stated that Khyber Pakhtunkhwa had collected Rs 150 billion in provincial revenues during the previous financial year against a target of Rs 129 billion, without imposing any new taxes.
He described this achievement as evidence of strengthened governance systems and growing public confidence in government reforms. He further noted that the provincial government has set a revenue target of Rs 180 billion for the current financial year, again without introducing any new taxes, while expressing confidence that actual collections would reach Rs 200 billion. He reaffirmed the government’s commitment to accelerating digital reforms to further improve public service delivery, strengthen transparency, and enhance administrative efficiency. Earlier, participants were briefed on the key features of the policy.
The briefing highlighted that under Digital KP 2030, government services, financial transactions, and administrative systems will be progressively digitised, while more than 100,000 young people will receive training in artificial intelligence and advanced digital skills to prepare them for opportunities in both the national and global digital economy.
The briefing further noted that the policy will support the implementation of green ICT procurement, reduction of the province’s carbon footprint, promotion of environmentally sustainable digital infrastructure, and establishment of a Carbon Credit Registry, thereby contributing to Khyber Pakhtunkhwa’s transition towards a modern, resilient, and environmentally sustainable digital economy. In line with the policy’s digital-first approach, the Government also replaced the conventional printed policy document with digital access through a QR code, enabling stakeholders to access all policy documents electronically and demonstrating the practical application of the policy’s core principles.
