Ex MS DHQ Hospital Chitral appoints eleven persons while schedule interview date cancelled by competent authority

    By Zahiruddin

CHITRAL; The former medical superintendent (MS) of DHQ Hospital Chitral  Dr. Akbar Shah has appointed eleven persons against class-IV posts at a time when he had been transferred from the post last week.

The incumbent MS of the hospital Dr. Muhammad Shamim confirmed the appointments and said that the former MS has appointed 3 persons against the posts of ward orderly afresh, 5 persons against the quota of retired employees and adjusted 3 sweepers against the ward orderly posts.

The MPA from Chitral Wazir Zada told Chitral Times  that the appointments made by the former MS were totally illegal who issued the orders on back dates to legalize it while conduction of interviews from the candidates was prerequisite.

He said that the interviews for the class-IV posts in the hospital had been scheduled for December 12 which were cancelled by the competent authority and fresh date was yet to be fixed.

The MPA said that giving appointing 5 persons against the son quota of retired employees was also not legally true because as per 2 percent quota, the strength of son quota was only one because the total number of vacancies was 25.

He said that he will get the illegal appointments cancelled by the competent authority and will bring the matter in the knowledge of secretary health as it was an anomaly for which stern action needs to be taken.

An official of Deputy Commissioner Chitral office told Chitral Times that when taking notice of the anomaly in the appointments, the DC demanded a copy of the appointment orders, the hospital management told him that the former MS did not leave it in the office records and had given the letter to the appointees individually.

He said that interviews were mandatory in the appointment process and a representative of the DC was a member in the appointment committee of the DHQ Hospital who was to be present at the time of interview and put his signature.

The former MS was holding the post since September last and his posting orders were rescinded by the chief minister when it was brought to his notice that he (the former MS) was no more a civil servant as he was an employee of Khyber Teaching Hospital Peshawar since 2016 which had joined under MTI Reforms Act 2015.
