Governor aide stresses for merit based decision in E-Transfer policy 2026

PESHAWAR (APP): Member advisory council for education Dr. Aamer Abdullah here Friday called for transparency and merit based decision in the proposed revised E-Transfer Policy 2026 Plus of the Elementary and Secondary Education Department, Khyber Pakhtunkhwa, to ensure fair, balanced and needs-based postings and transfers of teaching and other staff.

He made these remarks while chairing a meeting to review the initial draft of the proposed revised policy. The meeting was attended by Secretary Elementary and Secondary Education Inayatullah Waseem, Special Secretary Masood Ahmed, Managing Director Elementary and Secondary Education Foundation Qaiser Alam, and other relevant officers.

The meeting held a detailed review of the proposed revised policy, focusing on improving the procedures for postings and transfers across teaching, technical, subordinate staff and management cadres.Various proposals were discussed to make the process more effective, transparent and equitable.

Dr. Aamer Abdullah directed the relevant authorities to identify schools where only one teacher is serving despite high student enrolment, as well as schools where the number of teachers exceeds actual requirements in relation to student strength. He emphasized that such an assessment was essential to ensure balanced and needs-based deployment of teaching staff and address disparities in teacher availability across schools.

He directed the Secretary Elementary and Secondary Education to ensure that decisions regarding postings against vacant teaching-cadre posts were based on sound reasoning and well-substantiated grounds. He further stressed that accurate and up-to-date information on vacant posts must be available on the department’s dashboard to facilitate informed decision-making.

Dr. Aamer Abdullah observed that errors arising from postings against posts that had already been filled should be prevented through effective scrutiny and verification, rather than requiring corrigendum orders at a later stage. He called for a robust verification mechanism to ensure that the status of vacant posts was confirmed before postings were made.

He also directed that strict departmental action, in accordance with the applicable rules, be taken against candidates found submitting forged documents during the recruitment process, making it clear that no leniency should be shown in such cases.

The meeting also discussed a mock exercise, based on available data, to assess the proposed mechanism for appointments and postings of school heads, taking their performance into account. The exercise would help determine the number of school heads covered under the proposed mechanism and establish the availability of the relevant data required for its implementation.

Emphasizing the need for a comprehensive framework for effective implementation of the E-Transfer Policy, Dr. Aamer Abdullah called for the development of a “Decision Support System” to facilitate transparent and merit-based decisions.
