CHITRAL: The village nazimeen Ghulam Abdul Qadir (Denin I), Shahabuddin (Denin II), Shahzada Shujauz Zaman (Gahiret) and Sher Ali (Seen) have demanded of chief minister and minister of local government to upgrade the pay scale of village secretaries to BPS-14 keeping in view their load of work and the broad base of their job description.
In a joint press statement issued here on Friday, they said that it was a sheer injustice with the village secretary to keep them at scale-7 who wielded higher educational qualification not less than graduation while the post of junior clerk carried scale-11 for which qualification is simple matric.
They said that the village secretaries had a great burden of work who remained busy in their offices from dawn to dusk as they performed all the work of a village council which also included accounts keeping, supervision of development works, issuing of birth certificates and recently they have also been entrusted the additional duty of public information officers of their respective village councils.
The village nazims said that the village secretaries were the backbone of the village administration system introduced by the government which has devolved the powers to the grass root level and for its success, their pay scales must be elevated so that they could discharge their duties with satisfaction.
It is a hard fact that all the village secretaries are highly competent as their selection has been made through open competition and 90 percent of them possessed master’s degrees, the statement read.
