ISLAMABAD: In a meeting of NA Standing Committee on Planning & Development on the recommendation of Standing Committee, PESCO agreed to ship and install a new (20×26) MVA (11KV-13KV) Transformer at Jutilasht Grid Station to ensure that Upper Chitral gets Golen Gol Electricity.
It is pertinent to mention here that Last week on 28th Nov 2017 MNA from Chitral Shahzada Iftikhar had visited Jutilasht Grid Station and had observed that there were no preparations on ground for provision of Golen Gol Electricity to Upper Chitral as had been given in writing by CEO PESCO.
In today’s meeting PESCO had informed that provision of electricity to Upper Chitral can only be possible by end of February or early March 2018.
However, upon insistence by MNA Chitral, the Standing Committee Chairman Abdul Majeed Khan Khanankhel strongly recommended PESCO to ship and install a New (20×26) MVA (11KV-13KV) Transformer at Jutilasht Grid Station.
Immediately after the Standing Committee meeting Shahzada Iftikhar submitted a fresh written request to Federal Minister Energy Mr. Owais Leghari for earliest installation of the two transformers. The Minister has sought a fresh report from PESCO which will be submitted in a few days.
It may be noted that work on installation of newly shipped (20×26) MVA (11KV-13KV) Transformer at Drosh will start in the month of December. The said transformer reached Drosh in Nov 2017 and can provide up to 26MW to Drosh area costing Rs 14 crores in total.
However, as per decisions of today’ s (4th Dec 2017) Standing Committee meeting an additional (20×26) MVA (11KV-13KV) Transformer costing an another Rs 14 crores shall be installed at Jutilasht Grid Station for provision of Golen Gol electricity to Upper Chitral.
Though the capacity of the newly proposed Transformer for Upper Chitral is going to be 26MW but the existing Transmission Lines connecting Reshun to Jutilasht Grid Station is only 4 MW.
However, once a new 132 KV Transmission Line to Upper Chitral is completed for which Federal Govt has already approved funds in PSDP then up to 26MW can be provided to Upper Chitral.
The date for provision of Golen Gol Electricity to Upper Chitral will be subject to the speedy installation of the proposed Transformer at Jutilasht Grid Station. MNA also intends to again approach the Prime Minister to play his role for speedy installation of both the Transformers for Upper Chitral (at Jutilsht Grid Station) as well as Drosh at (Drosh Grid Station).
Total costs of Installation of both Transformers at Jutilasht Grid costing Rs 14 crore as well as Drosh Grid costing an additional Rs 14 crores therefore comes to Rs 28 crores = (Rs 14 crores + Rs 14 crores).
Capacities of Transformers for Three Places is as follows:
1. Chitral Town – 14 MW (current demand 10-13 MW)
2. Drosh-26 MW (current demand is only 4 MW)
3. Upper Chitral – 26 MW though current demand is up to 14 MW but existing Transmission line can supply only 4MW but will be upgraded in 2018 at a total cost of Rs 75 crores out of which Rs 50 crores will be spent on 132 KV Transmision Line and Rs 25 crores for a new 132 KV Grid Station at Kaqlasht).
Furthermore, the Standing Committee also agreed to form a Sub Committee for Provision of Electricity Issues in Chitral and Buner District with under the Convener-ship of MNA Chitral Shahzada Iftikhar Uddin as its convener.
Secretary Energy & Power and CEO PEDO were also invited to todays meeting but did not attend the meeting.
It must be noted that one of the major requirements for Provision of electricity to Kuh & Upper Chitral is a formal agreement between PESCO or Central Power Purchasing Agency Gurantee as well as WAPDA and PEDO (KPK Govt because power lines in Upper Chitral are the property of PEDO).
