She said this during her visit to homes of school collepsed incidents. Member Advisory Council for Health Lieutenant General (retd) Nigar Johar and Member Advisory Council for Industries and Commerce Dr. Muhammad Irshad also visited the homes of the martyred children and offered condolences.
They expressed heartfelt sympathies with the bereaved families. Prayers were offered for the forgiveness of the departed souls and for patience and strength for the grieving families.
Speaking to the media on the occasion, Samar Haroon Bilour said the government stood with the affected families during this difficult time and would provide them all possible assistance.
She said the martyred children were not only the children of their parents but of the entire nation. The loss of these innocent lives was a loss for the whole nation, and their blood would not be allowed to go in vain.
She said a comprehensive investigation into the tragedy would be conducted, and wherever negligence or carelessness was established, responsible individuals and relevant institutions would face action in accordance with the law.
If negligence in the performance of duties occurred at any level due to political pressure, that aspect would also be investigated and those responsible would be identified.
Samar Haroon Bilour said unfortunately, the previous government had sidelined the National Action Plan, although it contained an important provision regarding the registration of seminaries.
She said the inspection of a building, verification of required documents and assessment of safety arrangements were of fundamental importance in the registration process of any educational institution. Unfortunately, these regulatory requirements had not been effectively implemented.
She stressed that the NAP must be implemented in its true spirit to prevent such tragic incidents in the future.
She further said ensuring the safety of buildings of all educational institutions, including schools and seminaries, was the responsibility of the relevant authorities.
No negligence could be tolerated in checking the condition of buildings, registration, licences and other required documents. Wherever negligence was established, action would be taken against those responsible in accordance with the law.
Referring to a meeting held at the Governor House regarding the tragedy, she said the Governor had issued strict directives to the relevant authorities and teams had been constituted to inspect educational institutions. The teams would examine the buildings, safety arrangements and necessary documents of educational institutions in different areas.
Action would be taken under the relevant regulations against unsafe buildings or institutions that failed to fulfil the required legal requirements. Such institutions would not be allowed to reopen until necessary safety measures and investigations had been completed.
The Information Adviser appealed to the public to identify dilapidated and unsafe schools, seminaries and other educational institutions in their areas and neighbourhoods and immediately inform the relevant authorities so that timely measures could be taken to protect precious human lives.
Talking about the condition of basic civic facilities in the area, she said broken roads, open manholes and uncovered drains posed serious threats to the lives of citizens. Every citizen had the right to a safe environment and provision of basic facilities. Public issues would be raised at the relevant forums, and an effective voice would be raised for the protection of citizens’ rights.
She expressed her resolve that the affected families would not be left alone. The government would continue to extend all possible assistance, while steps would be taken to identify those responsible for the tragedy and bring them to justice.
May Allah Almighty forgive the martyred children, elevate their ranks and grant patience and fortitude to the bereaved families.
